FAWN'S STORY 

Foundation/Family

Fawn is a Christian with a strong foundation in GOD.  She was born and raised in McKeesport, PA to Shelley & Myrna Lloyd-Gould and Robert "Bobby" Walker. Her parents come from a blue collar background working as a Police Officer; union plumber and data systems specialist. Fawn is the grand-daughter of Bobby "Grayeagle"& Grace Lloyd. Her grandfather fought in Korea and was a long time city worker as well as a noted local baseball player. Fawn is 39 years old. She resides in McKeesport with her husband army veteran & actor George Montgomery as well as their teenage daughter. 

 
Education/Political Beginnings

As a 9th grader at McKeesport High School Fawn developed her passion for advocacy and public service. She seen a need to have more diversity within the curriculum and advocated for a Black History Class. Fawn participated in SADD; MADD; Student Newspaper; and was within the top ten of African-Americans with the highest GPA in the class of 1998. From there she went onto obtain a B.A. in Political Science, from one of the oldest historically black universities, Johnson C. Smith University (JCSU) in Charlotte, NC. While at JCSU Fawn worked on various political campaigns and lobbied in Raleigh for  campaign finance reform with Democracy North Carolina. After receiving her B. A. Fawn interned on Capitol Hill for Congressman Robert Andrews.  She also graduated Summa Cum Laude with Masters of Science in Criminal Justice Administration from Point Park University (PPU). 

Running for Office/Serving Families & Children 

Upon graduation from PPU Fawn seen the need to get involved in her community.  In 2009, she was elected to the McKeesport City Council where Fawn served two terms. She also has 16 years’ experience working with children & families in non-profit/human services management. Holding various positions such as a Senior Clinician/Therapist and Supervisor/Manager for agencies such as Allegheny Children’s Initiative, Family Resources, Adelphoi Village and Touching Families Incorporated. 

Making History: Activist and Councilwoman 

During Fawn’s first term on council she made a name for herself as an advocate for the PEOPLE. She fought for transparency, fairness, worked with various community groups and took on the status quo of “business as usual”. Fawn strongly purposed solutions to community violence/public safety. At her first council meeting she advocated for a community wide response team to violent deaths. She organized a “Day of Peace” in the local housing projects. However, as an emerging leader she seen the value in reaching out of McKeesport to secure partnerships to attack various issues such as community violence. As a result, she partnered with State Representative Ed Gainey and other minority elected officials (in the Mon Valley) to combat community violence. They held various press conferences and met with senior level officials to discuss witness protection. In addition, after talking with residents through the valley she co-founded Take Action Mon Valley (TAMV). TAMV is a community organization that combats community violence through activism and organizing. This lead to Fawn's historic run for State Representative in 2016 and 2018. She was the first Black person as well as woman to run for the State House of Representatives (PA) seat in the Mon Valley area. 

Proven Experience

As a Councilwoman Fawn was the only council person to submit reports; policy ideas and ordinances to the administration. She presented ideas on having an inclusive process written down on how houses get on the city’s demolition list; proposed a lottery for what streets get paved; utilizing city’s website to advertise programs such as vacant property review and wrote an ordinance on creating council committees to increase role of council. Fawn also called for an audit on the budget, budgeting practices/procedures; financial internal controls; accounting practices; financial records/bills and administrative raises.

Fighting for Local Businesses 

As former Chair of the McKeesport Business Authority Fawn revamped the authority by implementing a process to rename the authority; create a purpose and expand the service area. She brought in workshops with county officials on Minority, Women and Disadvantaged Business certification. Moreover, she partnered with University of Pittsburgh and Riverside Center for Innovation to bring a business training class to McKeesport. Under her leadership the authority recognized businesses in McKeesport who were open for more than 70 years.
